Amendments to Rocky Mountain District Bylaws
Passed at the House of Delegates in Laramie, Wyoming
August 14, 2010
AMENDMENT #1
Article XIV. Revenue
Section 1. Each member club shall pay to the district for each of its members, with the exception of its honorary members, the sum of $46.00 per annum as dues. Such funds shall be disbursed in accordance with the annual budget approved by the Rocky Mountain District Board of Directors. The total amount shall be due annually on October 1 payable not later than sixty (60) days thereafter and is to be based upon the annual membership report of the respective clubs to Kiwanis International as of September 30. The total amount shall include all district charges other than the new-member add fee and registration fees for district conventions or conferences. (8/2009)
PROVISO: Between October 1, 2010, and October 1, 2012:
•For clubs organized between September 1 and December 31:
◦For the year 2010-11, payment shall be based on the club roster as of September 30, 2010, and shall be due October 1, 2010, and payable no later than November 30, 2010.
•For clubs organized between January 1 and April 30:
◦For the year 2010-11, payment shall be based on the club roster as of Sept. 30, 2010, and shall be due December 1, 2010, and payable no later than January 31, 2011;
◦For the year 2011-12, payment shall be based on the club roster as of September 30, 2011, and shall be due October 1, 2011, and payable no later than November 30, 2011
•For clubs organized between May 1 and August 31:
◦For the year 2010-11, payment shall be based on the club roster as of Sept. 30, 2010, and shall be due February 1, 2011, and payable no later than March 31, 2011;
◦For the year 2011-12, payment shall be based on the club roster as of Sept. 30, 2011, and shall be due December 1, 2011, and payable no later than January 31, 2012;
◦For the year 2012-13, payment shall be based on the club roster as of September 30, 2012, and shall be due October 1, 2012, and payable no later than November 30, 2012.

Article XIV. Revenue
Section 3. A fee for each new member shall be paid to the district equal to the amount of prorated district dues based on when the member joins the club. The prorated fee schedule shall be determined by the district board.

ARTICLE VIII. CONVENTIONS
Section 11. All persons may attend any convention in the district without payment of a registration fee provided the registration form is received fifteen days (15) prior to the first day of the convention. A Ten Dollar ($10.00) registration fee per person will be charged after that date.

Purpose: Change wording to conform to the Kiwanis International Standard Form for District Bylaws, to allow the district to take advantage of other types of annual financial review which are less expensive than a full audit.
ARTICLE XV. FINANCE
Section 3. The books of account of the district shall be audited examined at least once each administrative year by an independent auditing firm a qualified individual or company selected by the District Board of Trustees. The individual(s) should be qualified to perform such work in their respective jurisdiction. A copy of the audit financial report shall be sent to the CEO of Kiwanis International by March 31 and to members of the current District Board of Trustees appropriate district leadership or as stated in the district bylaws.
Section 4. The audit (choose one): _____ must be certified; or _____ need not be certified.
Sections 5-6-7 shall be renumbered as Sections 4-5-6.

RESOLUTION #1
WHEREAS, We in the Rocky Mountain District of Kiwanis International are indeed proud of the outstanding record of constructive and distinguished service by Warren F. Mitchell to Kiwanis, and
WHEREAS, Warren Mitchell has rendered singular service as a member of the Kiwanis Club of Greeley, superior performance as a Distinguished President of that Club, Distinguished Lt. Governor of Division Two, a Distinguished Governor of the Rocky Mountain District in 1988-1989, and a member of several International Committees.
WHEREAS, Warren has dedicated himself to the service of his church, country, family, his community and his profession,
Now, Therefore Be It Resolved:
That the Rocky Mountain District enthusiastically support the candidacy of Warren Mitchell for the office of International Trustee of Kiwanis International, and that the members of this district dedicate themselves to offering whatever assistance may be required in helping Warren attain this goal.
